Regarding French government scholarships:

Applications for grants awarded by the French Government are made to the cultural service of the French Embassy in your country of residence. The criteria for selecting candidates vary according to the cooperation programs established between the French Government and the authorities of the country concerned. Scholarships are usually awarded to high-level students (Masters or PhDs). The duration of the fellowship depends on the project. As applications are processed as early as March before the start of the academic year, it is advisable to apply as soon as possible.
